   Is it possible to add a custom css so that the entire formatting of the report can be changed by just modifying the css file?

   Yes,
   myDBR supports themes. You can create your own theme and add it to interface/themes and is becomes available as a selectable theme. Easiest way of doing this is to make a copy of an existing theme and change the elements you like.
