If you can offer following feature , it will be great
On page there could be attribute like mailpage
If this attribure is set true , the user gets extra link of mail this page and user is able to mail the page to selected users with their own comments

you can do that already with the current functionality. Create a linked report doing the mailing with email address and comment parameters.

The linked report works at Record level I wish to mail current HTML page
It is similar to exporting to excel and then mailing
